About DSCM

Our goal is to guide these major and complex projects through the various city agency requirements during the design, planning, entitlement and permitting stages.

The Development Services Case Management Office (DSCM) supports economic development by providing a special service to major and exceptional projects that require specific assistance and problem-solving. For other types of projects, we also provide Preliminary Plan Check services to address code-related questions raised by design professionals. Our goal is to make it as easy as possible to move your business to, or expand it within, the City of Los Angeles.

Our office is comprised mainly of Case Managers from the Department of Building and Safety, Department of City Planning, Department of Public Works Bureau of Engineering, Department of Transportation, and Department of Water and Power. Our services also include the participation of representatives from other City departments from the Construction Liaison Network. Each project is assigned a Case Manager representing each of these departments as necessary. Case Managers work together as a team to guide a project to completion, each providing their expertise in one of the City's major processes – permitting, entitlements, public improvements, and utility design.
