Building & Safety Commissioners

Members of the Board of Building and Safety Commissioners are appointed by the Mayor of the City of Los Angeles and confirmed by the Los Angeles City Council pursuant to the Charter of the City of Los Angeles.

Each Commissioner is appointed for a term of five years, and all volunteer their time to preside at weekly Board of Building and Safety Commission meetings.

Under the City Charter, the Board has the power to make and/or approve slight modifications for individual cases in the provisions of the building ordinances of the City.

The Board of Building and Safety Commissioners convenes its meetings on Tuesdays.


In conformity with the Governor's Executive Order N-29-20 (March 17, 2020) and due to concerns over COVID-19, the Commission meetings will be conducted virtually.

Javier Nunez

President

Commissioner Nunez has 36 years of experience in the construction industry and presides as President of the Laborers Local 300 in Los Angeles. Commissioner Nunez is a Minister and the Board Chair of the Victory Outreach Ministries of the San Fernando Valley. He also serves as the Board Chair of Communities in Schools in the San Fernando Valley, an organization which helps at-risk youth. Javier Nunez is a member of the Rotary Club of Greater Van Nuys. He previously served as Chair of the Arleta Neighborhood Council.

Commissioner Elvin W. Moon is CEO of E.W. Moon, Inc. He started his engineering firm in 1985 after spending over 30 years working for various Fortune 500 engineering and construction management firms. He previously served as Commissioner on the Los Angeles City Board of Building and Safety from 1983 to 1987. Mr. Moon was appointed on February 13, 1995 by Former President Bill Clinton to serve on the Board of Directors for the Federal Home Loan Bank of San Francisco. He was also appointed on August 13, 1997 by Former President Bill Clinton to the Advisory Committee on Critical Infrastructure Protection now known as Homeland Security. Mr. Moon was appointed in December 1999 by Former Governor Grey Davis of California to the California Workforce Investment Board and in November 7, 2003 appointed by Former Governor Grey Davis of California to the Mount San Jacinto Winter Park Authority, Palm Springs, California Aerial Tramway.

Joselyn Geaga-Rosenthal

Commissioner Geaga-Rosenthal has been a licensed Psychotherapist at various Student Health Centers on several campuses of the Los Angeles Community College District since 2006. Prior to that, she was employed by the County of Los Angeles with several departments including Health Services, Mental Health and Children and Family Services. She has served on the Los Angeles County Mental Health Commission for 12 years and she was a founding Board member of the Echo Park Neighborhood Council.

Commissioner Hovaguimian is the President of Airplus Engineering Consultants, an engineering company serving Southern California for over twenty years. In 1991, Commissioner Hovaguimian took a leave of absence to work as the Assistant Minister of Energy and Fuel for the then newly independent Republic of Armenia. Prior to his appointment to the Board of Building and Safety Commissioners, he served as a Commissioner with the City of Los Angeles City Planning Commission.

Laurel Gillette

Commissioner

Commissioner Laurel Gillette has more than 40 years of real estate, architectural design, and construction experience. She has established herself as an expert in the housing development process, with particular emphasis on large-scale housing rehabilitation and senior housing. One of her greatest strengths is her knowledge and proficiency of the overall process required for the successful completion of both market rate and affordable residential communities. At present, Commissioner Gillette is a Development Project Manager for the Retirement Housing Foundation. She received her Bachelor of Arts in Architecture from Princeton University and her Master’s in Architecture from the Harvard Graduate School of Design.
