Self-Certification Program for Licensed Professionals

Mayor Karen Bass issued Emergency Executive Order No. 6 (EEO 6) on April 22, 2025, to accelerate the permit review for rebuilding single-family homes in areas that were destroyed in the January 2025 Wildfires, requiring the Department of Building and Safety (LADBS) to establish a plan check Self-Certification Pilot Program.

 

Mayor Bass issued Emergency Executive Order No. 10 (EEO 10) on October 24, 2025, which established a Self-Certification program for commercial tenant improvements that do not require a change of use in the Pacific Palisades. On April 27, 2026, Mayor Bass issued Executive Directive (ED) 19 to expand the tenant improvement Self-Certification program citywide.

Enroll to Become a Licensed Professional for the Self-Certification Program

You may enroll with the online Self-Certification Application or in person with the application form at 221 N. Figueroa St, 7th Floor, Los Angeles, CA 90012 between the hours of 7:30 am to 9:30 am.

 

The following are required to enroll in the Self-Certification Program for Residential Single Family Dwelling Wildfire Rebuild Projects:

 

  • Proof of professional architectural or civil engineering licensure in the State of California
  • Proof of insurance
  • Proof of ICC Certification under the California Residential Code Self-Certification Program
  • Registration fee
  • Certificate of Good Conduct
  • Passport Photo

 

The following are required to enroll in the Self-Certification Program for Tenant Improvements:

 

  • Proof of professional architect license in the State of California
  • Proof of insurance
  • Registration fee
  • Certificate of Good Conduct
  • Passport Photo

Find a Self-Certified Professional

The list of Self-Certified Professionals can be found on the LADBS Roster search, under license type "Self-Certification." The roster identifies licensed professionals as either “Residential” or “Tenant-Improvement” depending on the program for which they are registered.

Citywide Tenant Improvement Self-Certification Program

In accordance with Mayor Karen Bass’s Executive Directive (ED) 19, and Assembly Bill 671, LADBS offers an expedited permit review process for interior tenant improvements (TIs). This program authorizes applicants to utilize a qualified professional to self-certify plans to ensure specifications comply with all applicable building, health, and safety codes.
