Building & Safety Commissioners

Members of the Board of Building and Safety Commissioners are appointed by the Mayor of the City of Los Angeles and confirmed by the Los Angeles City Council pursuant to the Charter of the City of Los Angeles.

Each Commissioner is appointed for a term of five years. The Board of Building and Safety Commissioners volunteer their time to preside at Tuesday meetings every 3 weeks.

Under the City Charter, the Board has the power to make and/or approve slight modifications for individual cases in the provisions of the building ordinances of the City.

The Board of Building and Safety Commissioners convenes its meetings on Tuesdays.

Members of the public who wish to attend the meeting should access the Hearing by following the instructions on the BBSC Meeting Agenda.

Commission Members

Javier Nunez
Jacob Stevens (Él/He/Him)
President

Commission President Stevens is a planning and land use professional, born and raised in Northeast Los Angeles. He was a 3-term President of the City of Los Angeles East Area Planning Commission and is a Vice President of the California State New Motor Vehicle Board. He is a former Planned Parenthood Board Member and currently serves as the 73rd President of the Occidental College Board of Governors. Commissioner Stevens previously served on the City of Los Angeles Revenue Generation Commission and was elected to the Eagle Rock Neighborhood Council.

Nancy Yap
Nancy Yap (She/Her)
Vice President

Nancy Yap is the Executive Director of the Center for Asian Americans United for Self Empowerment (CAUSE), a nonprofit organization that is committed to advancing the political and civic engagement of leaders in the Asian and Pacific Islander (API) community. Through this role at CAUSE, Nancy brings her experience working in Asian and Pacific Islander communities for over 20 years with a focus on strategic planning, community partnerships, curriculum design, programs facilitation, and executive leadership development. Outside of CAUSE, she is actively involved in the Little Tokyo community. She has served as the President of the Arts District Little Tokyo Neighborhood Council during the pandemic and is the Co-Founder of two programs in Little Tokyo, Community Feeding Community, which raised over $200,000 for small businesses during Covid-19 closures, and Haunted Little Tokyo, which brings thousands of people to the neighborhood each year.

Commissioner Nunez has 36 years of experience in the construction industry and presides as President of the Laborers Local 300 in Los Angeles. Commissioner Nunez is a Minister and the Board Chair of the Victory Outreach Ministries of the San Fernando Valley. He also serves as the Board Chair of Communities in Schools in the San Fernando Valley, an organization which helps at-risk youth. Javier Nunez is a member of the Rotary Club of Greater Van Nuys. He previously served as Chair of the Arleta Neighborhood Council.

Moises Rosales

Commissioner Rosales is a community leader and working professional. He has 18 years experience in the general construction industry, specializing in electrical engineering and project management. Mr. Rosales is currently serving his 2nd term as President of Empowerment Congress Southeast Area Neighborhood Development Council which includes areas of Council District 8, 9 and 15.

Corissa Hernandez

Commissioner

Commissioner Hernandez-Paredes is a business leader, financial educator, and mentor. She co-owns and operates multiple businesses in her native neighborhood of Boyle Heights, coaches up-and-coming entrepreneurs, and serves on various local boards. She is a Board Member on Boyle Heights Neighborhood Council, Chair of the Boyle Heights Neighborhood Council's Planning & Land Use Committee, and Board Member for small business advocacy groups. Mrs. Hernandez-Paredes is currently serving her first term on the Board of Building and Safety Commissioners.
